Board of Directors

The Council's Board of Directors is comprised of three representatives from each of our seven counties - a Conservation District designate, a County Commissioner representative, a Member-at-large, and an alternate. We also have unlimited advisory membership that can come from a number of interests- PSU Cooperative Extension offices, DEP, planning and economic development agencies, park and recreation interests, as well as business and industry. The FY2024 Capital RC&D Board of Directors includes:
Adams County: Mark Clowney, Adam McClain, Sarah Kipp, and Ricky Whitmore
Cumberland County: Elizabeth Grant, Andy Yencha, Rachel Zimmerman
Dauphin:  Jennifer Fetter, Josh First, and Eric Naguski 
Franklin: Quentin Clapper, Russell Phenicie, Steven Thomas, and Miranda McCleaf
Lancaster: Samantha Adams, and Greg Strausser
Lebanon: Julie Cheyney, Kara Lubold
York: Jeff Hill, Jim Myers, and Travis Sherman
