The Capital Resource Conservation and Development (RC&D) Area Council is a locally led non profit that creates partnerships of citizens, businesses, agencies, and organizations in its seven county area to enhance the quality of life for those who live and work here. Serving the counties of Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon and York, Capital RC&D networks resources and expertise into projects that promote the wise use and conservation of our natural and community resources.

Capital RC&D has been formed for over a decade, but was officially “designated” by the Secretary of Agriculture in March 2002. The entire state of PA is now eligible for funding through the RC&D program.

Sponsoring counties in the Capital RC&D are: Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, and York. The Council’s Board of Directors is comprised of three representatives from each county- a Conservation District designate, a County Commissioner representative and a Member-at-large. We also have unlimited advisory membership that can come from a number of interests- PSU Cooperative Extension offices, DEP, planning and economic development agencies, park and recreation interests, as well as business and industry.
