Each RC&D Council in Pennsylvania has a unique structure and leadership that reflects the environmental, social and cultural values of the region. Councils include representatives from:

• Conservation Districts
• County Commissioners
• City, township and borough supervisors
• Planning boards
• Local economic development organizations
• Other interested groups and individuals

They are responsible for directing the program at the local level by combining a planning and implementation process which addresses local objectives. That process is facilitated by a coordinator position which is funded by the USDA Natural Resources Conservation Service. The coordinator acts as staff for the RC&D Council and assists the council in implementation of its plan of work
